Recovery of University Infrastructure Costs Guidelines
with effect from 1 September 2006 Note: This should be read together with the University policy on the charging of infrastructure on research contracts and university consultancies For commencing projects, effective immediately, the administration of this policy is governed by the following guidelines: - The University policy of charging of infrastructure on research grants and university consultancies states that infrastructure costs can be recovered by applying a fixed rate against the total direct costs of a project.
- Research and consultancy income which is exempt from the infrastructure charge will be limited to research grants awarded by a funding agency listed under the Australian Competitive Grants index, bona-fide donations and funds specifically used for a student stipend.
- A 35% infrastructure charge will be applied against all research grants and university consultancies where the funding agency is claiming a share of project intellectual property (IP) and/or is restricting publication of project outcomes. This is not negotiable and is irrespective of the amount of research funds awarded.
- A 15% infrastructure charge will be applied against all other research grants and university consultancies where the funding agency is not claiming a share of project IP and is not restricting the publication of project outcomes.
- In instances where the funding agency refuses to pay the reduced infrastructure charge (15%) then the central share (4.8%) will be claimed against the school infrastructure project grant.
- In order to comply with competitive neutrality requirements, the University of Western Australia must include the full rate of 35% infrastructure for certain contracts including State Government tenders and Requests for Quotation.
- Any variations to these guidelines must be approved by the Deputy Vice-Chancellor (Research and Innovation) after approval in writing from the relevant Head of School or Faculty Dean
